These two Brown Pelicans worked the northern and western shores of the park hard this morning.  Cruising at an altitude of about 30 or 40 feet or less, with head down, they would spot something under the water’s surface, put on their air brakes, and plunge down like an incoming missile, making a sizeable splash as they hit.  Then a few seconds to gobble, and off again.  Cormorants and harbor seals also worked these waters, no doubt at greater depths.  The overcast sky probably limited the pelican’s visibility to just a few inches below the surface.
